Central Washington University is recruiting a Fiscal Analyst 3 to join our Financial Services team in Ellensburg, Washington. The Role:

The senior analyst leads tasks within Grant and Contract Accounting Office by helping to oversee and administer post-award accounting, reporting and oversight functions for the University's ~300 externally sponsored awards. This position maintains, tracks, analyzes, and reconciles grant budgets awarded to CWU from various sponsors. The analyst provides monthly reporting on those grant budgets, abiding by sponsor and accounting requirements and regulations, helping with year-end financial statements and various reconciliations, and monitoring changes in accounting and sponsor requirements. The Analyst provides monthly reports to various campus-wide departments. This position will prepare and manage the federal effort reporting process. This role provides support to other fiscal staff positions, including student employees. All employees are expected to support CWU's commitment to diversity and to bring and support inclusion into the university environment.

Job Duties

Manage fiscal aspects of post-award administration of sponsored programs which include:
- Conducts fiscal and administrative review of proposals requiring consultation with principal investigators (PIs) and funding agencies; prepare written summaries for institution officials.
- Reviewing Federal, State and other grant proposal budgets and invoicing terms and conditions.
- Creating, inputting and monitoring budgets for compliance with university, state and sponsor regulations.
- Advising PIs, departments and other internal stakeholders with hiring, purchasing and travel processes.
- Preparing, reviewing and posting general ledger journal entries in the accounting system.
- Reconciling revenue and expenditures, including invoicing agencies and submitting Letter of Credit requests.
- Monitoring post-award compliance and advising PIs, senior administrators and departments as to the allowability of various types of expenditures, coordinating accounting functions with internal and external stakeholders.
- Reviewing, interpreting and educating PIs, faculty and staff on university and sponsor regulations/guidelines to ensure 2 CFR 200 and CAS 501/502/505/506.
- Preparing and managing federal effort reporting process.
- Analyzes and responds to questions regarding sponsor intent and compliance with fiscal or administrative requirements.
- Applying independent judgment to provide solutions to accounting/compliance issues and initiate revisions to prevent recurrence. Identify and initiate improvements of post-award processes and related internal infrastructure supporting these processes.
- Preparing internal and external reports and reconciliations.

- Perform other duties as assigned

Minimum Qualifications
  • Bachelor's degree in accounting, business, or related field.
  • Proven experience in governmental and/or fund accounting.
  • Proficient accounting skills and hands on experience with general ledger reconciliations/audits and creating financial reports.
  • Strong research and analytical skills.
  • Advanced skills in MS Excel.
  • Demonstrated excellent written and oral communication skills.
  • Demonstrated willingness and/or experience working with students and/or co-workers from a wide range of abilities, backgrounds, and experiences.
  • OR applicable combination of education and/or experience which demonstrates the ability to perform the essential functions of the position.

Preferred Qualifications

  • 2yrs working with externally-sponsored awards.
  • Knowledge of and familiarity with governmental accounting principles and practices, federal regulations and principles including 2 CFR 200 and CAS 501/502/505/506.
  • Master's degree in a financial related field.
  • Certified Research Administrator (CRA).
  • Experience with PeopleSoft or other distributed accounting software.
  • Experience using reporting tools, queries, or report generators to retrieve data from distributed financial software.

Pay, Benefits, & Work Schedule

Salary: This position is based on the range 50 of the Washington State Classification Listing, which has a minimum annual salary of $51,384 and maximum annual salary of $69,072. In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the range is based on the candidate's current experience, education, skills, and abilities related to the position.

Schedule/Appointment: Monday - Friday, 8:00am-5:00pm (1 hour lunch)

Working Conditions: Work is performed in an indoor office setting with frequent in-person interactions. It is essential to be able to remain at a desk/computer workstation for prolonged periods of time, perform extensive data entry and other computer-related tasks and create/maintain filing systems for departmental records. Some evening or weekend work and/or occasional travel may be required.
