Description

Position Summary:

The ECLIPSE Program Manager will oversee a team of home visitors, mental health consultants. and early learning professionals work with children and families enrolled in the ECLIPSE Program. The aim of the program is to implement best practices of early intervention for mental health and early learning, which addresses the social, emotional, behavioral and development needs of children to prepare them for kindergarten and provide resources to address the complex trauma of the child and needs of families. The ECLIPSE Program Manager will be responsible for overseeing, communicating, implementing, and coordinating all components of the ECLIPSE program and contract. The ECLIPSE Program Manager will work in partnership of the Regional Director of Provider Services to identify opportunities for growth and expansion of ECLIPSE services throughout the eight counties of Central Washington.

Responsibilities:

Provide clinical supervision, administrative and program oversight of ECLIPSE program.

  • Provide supervision to Mental Health consultant, and Hone Visiting staff in the area of direct service and specialist consultations in a manner that encourages professional growth and accountability
  • Manage contracts and activities associated with the grant funding sources
  • Conduct annual staff evaluations and establish individual Professional Development Plans
  • Plan and execute training to support early learning professionals supporting children in classroom settings
  • Provide a minimum of once a month reflective supervision meeting for each direct report
  • Coordinate with a team that includes the Child Care Center Director/Family Child Care Owner to determine best placement when enrolling children into facility settings
  • Collaborate with People for People for a contract to ensure efficient and safe transportation for the Growing Hope and Carrol's Children Center locations
  • Participate in clinical supervision meetings monthly as determined and directed by the Regional Director of Provider Services
  • Review and approve Transportation Needs Assessment forms to determine eligibility of families for bussing services and/or gas card supports.

Implement clinical and evidence-based practices within the ECLIPSE program and participate in all levels of Quality Assurance.

  • Communicate with the Department of Children, Youth, and Families (DCYF) contract lead to ensure all aspects of the contract are being implemented effectively
  • Complete monthly reporting requirements to DCYF
  • In collaboration with the Regional Director of Provider Services, develop and review readiness applications from community partners to develop opportunities for expansion of ECLIPSE services into the community Provide oversight/monitoring of subcontracted ECLIPSE service partners
  • Train staff and implement Pyramid within the ECLIPSE program
  • Responsible for program implementation and quality improvement
  • Participate in implementing best and evidenced-base practices with ECLIPSE to maintain quality care
  • Ensure confidentiality of consumer information and records

Provide oversight of the development and management of program budgets with the Regional Director of Provider Services

  • Assist in the development of a program budget for ECLIPSE
  • Review monthly revenue and expenditure reports

Work collaboratively and integrate with other Catholic Charities services internally and externally in the community present information to increase access and enhance relationships with referral sources.

  • Participate in monthly collaboration meetings with WISe program partners
  • Connect with referral sources at Department of Children, Youth and Families, DSHS Economic Security Agency, Public Health nurses and Pediatricians' to accept referrals for the ECLIPSE program
  • Support community marketing and outreach to build awareness of program and support recruitment of potential subcontractors across the eight county region.

Job Requirements:

Physical Requirements:

This position normally requires that physical demands of standing, walking, bending, lifting or performing other work requiring low physical exertion, talking and hearing on a regular basis to perform the job requirements. These physical demands are required up to 80% of the time. Position also requires ability to drive with adequate vision and skill.

Non-Physical Requirements

Education

  • Bachelor's degree in social work, psychology or related degree required
  • MSW or Master's degree in Behavioral Science preferred
  • Child Mental Health Specialist preferred

Experience

  • 5 years' experience in providing supervision and/or early learning services with progressive administrative responsibility

Special Skills

  • Expertise in Infant Early Childhood Mental Health and trauma-informed treatment approaches
  • Ability to work with clients and staff in a culturally competent manner
  • Excellent written and oral communication skills
  • Ability to successfully lead a diverse team and work collaboratively in a clinical and early learning setting

Licensure, Registration, Certification

  • STARS Training, Blood borne pathogens, and clear TB Test results required within 30 days of start of employment
  • Valid Washington driver's license and minimum required liability insurance for WA State
  • Must be deemed insurable as determined by Catholic Charities' liability insurance provider

Employment is conditional upon:

  • Being cleared by criminal background check and fingerprinting when required
