Job Description

The incumbent is the procurement specialist, responsible for the development and ongoing administration of all aspects of a world-class, non-profit procurement office. The individual is a member of the Controller's office; they will form and maintain strategic internal relationships with key members of management and faculty, strategic external relationships with vendors, and ensure compliance with federal procurement regulations. The incumbent oversees three procurement team managers in three procurement areas: JMCRS and JAX Internal operations; Research and Research Services; and IT Vendor Management Office (IT VMO).

Key Responsibilities & Essential Functions
* Oversee the Research and Research services Procurement team - ensure
the manager and team members execute the following in for Research:
* Faculty relations: Advise and liaise/team with senior members of
research management faculty and staff on strategic sourcing of
specialized equipment, including alternative vendor sourcing.
* OMB/Uniform Guidance Expertise: Function as the expert of current
and upcoming changes to OMB/Uniform Procurement-related
regulation and, working in partnership with Sponsored Research
Administration and internal audit, update procurement policies and
processes to ensure sponsored research funds are expended and
reported in accordance with regulations. Communicate with senior
members of research and Laboratory management on the impacts of
changes in regulations, compliance issues, etc.
* Oversee the JMCRS and JAX Internal Operations team - ensure the
manager and team members support significant strategies of JMCRS
management and ensure a regular cadence of metrics and reporting is
provided in order for management to track savings. Ensure that the team
actively supports other internal services departments and ensure a regular
cadence of strategic meetings and reporting is provided to these
constituencies to ensure they are not underserved.
* Oversee the IT Vendor Management Office (VMO) team - Ensure the
establishment and ongoing operation of a world-class IT VMO which leads a
matrixed interdisciplinary team to ensure effective contracting and active
management over all IT vendors. Along with the Manager of the IT VMO,
meet regularly with the JAX CIO and other members of senior management
to ensure the VMO is continuing to effectively support JAX in its strategies
and mission.
* Management relations: Advise and liaise with Senior Leadership of
Laboratory departments on strategic sourcing of goods and services,
recommendations for improved procedures, and assessment on compliance
with Laboratory policies. Develop performance and reportable metrics and
cadence or reporting to allow for informed management decisions and
progress assessments towards goals. Meet regularly to ensure significant
strategies are being supported in an effective manner.
* Risk Mitigation: Partner with in-house counsel and IT management to
maintain processes and standard terms and conditions for purchasing and
standard contracts for service providers that will ensure significant risk
mitigation and assure the Laboratory receives good value for its purchases.
* External Vendor Relations: Establish/improve and maintain strategic
relations with key vendors and service providers in both research and
administrative aspects of the Laboratory. Regularly review vendors'
industries for changes/trends and supply chain constraints which could
impact the Laboratory and update relationships as necessary.
* Staffing relations: Develop a world-class procurement operation. Oversee
and manage purchasing department managers and staff. Ensure managers
and staff compliance with policies, direct continued training to keep staff
current and work with staff on updating efficiency of processing. Work with
staff to ensure cost saving opportunities are identified and realized. Develop
effective metrics to track departmental performance. Ensure managers
assist staff with troubleshooting issues as needs arise.
* Ability to review, understand and map current processes and identify
improvements in processes, technology, and key controls and systems;
challenge the status quo and develop streamlined processes and potential
system solutions for addressing systemic issues, and work with key
members of management on change implementation and entity-wide
communication and education.


Knowledge, Skills, and Abilities
* BA Degree in Business Administration, Economics, or related field. Master's degree preferred
* 15+ years of purchasing and/or supply chain experience, including 7 years of leading, mentoring and developing staff, 4 years of research/non-profit industry experience, and 3 years with federal sponsored award requirements
* Strong, project leadership and management skills in a fast-paced environment with changing priorities, and an ability to manage multiple projects with tight deadlines.
* Certified Professional in Supply Management (CPSM) or similar designation.
* Experience in the procurement of specialized research equipment utilized by leading research institutions, and complex IT services, systems and equipment related to the storage and transmission of sensitive data.
* Experience using a tier one ERP system, purchase cards, vendor-managed inventory and consignment programs preferred.

Pay Range: $133,785 - $223,986 based on total years of related experience.
